The Digital Connectivity and Cybersecurity Partnership (DCCP) by USAID is driving significant progress in Papua New Guinea (PNG) through partnerships with the
Department of ICT, the National ICT Authority(NICTA), and the PNG Digital Cluster. Under the leadership of Ambassador Ann Marie Yastishok and supported by a team of experts, the initiative is focused on fostering digital transformation and ensuring secure connectivity across the country.
Under the guidance of PNG’s ICT Minister, Timothy Masiu, the DCCP has stationed experts to aid the Department of ICT in strengthening digital infrastructure resilience. The partnership works in close collaboration with the U.S. Trade and Development Agency (USTDA), Australia, and QUAD partners to promote open, secure, and interoperable connectivity. In addition, cybersecurity and data management initiatives have been prioritized, with PNG stakeholders playing an active role in these efforts.
The collaboration with NICTA centers on reviewing and updating legislation and policies, including the Telecommunication and NICTA Acts. CEO Kila Gulo-Vui and his team are working closely with telecommunications operators and local communities to ensure that regulatory frameworks are aligned with emerging technologies. These efforts are designed to promote meaningful connectivity and drive innovation throughout the country.
A key milestone has been reached with the digital skills assessment conducted alongside the PNG Digital Cluster. This assessment lays the groundwork for launching digital skills training programs in collaboration with universities and community organizations. The programs will focus on areas such as project management, business process re-engineering, and business analysis, equipping local communities with essential technological expertise.
Community networks and digital skills champion projects are also gaining traction. USAID plans to award grants to three or four organizations, backing local initiatives that aim to bridge digital divides. This engagement highlights USAID’s dedication to fostering grassroots innovation across Papua New Guinea.
Global tech leaders, such as Amazon Web Services (AWS) and NiuPay, are also backing the partnership. Their support provides universities, civil societies, businesses, and the telecommunications sector in PNG with access to cutting-edge cloud technologies, artificial intelligence tools, and workforce development training.
The initiative highlights the collaborative efforts of PNG’s experts, communities, and international partners. With ongoing projects and anticipated updates, USAID remains committed to supporting PNG’s progress toward a digitally inclusive future.
