Intelsat Enhances Palau’s Connectivity with Innovative Dual-Satellite Approach

Intelsat, the operator of one of the world’s most extensive integrated satellite and terrestrial networks, has successfully deployed a dual-satellite connectivity solution for Palau. This solution provides reliable “always-on” service for Palau’s 18,000 residents, who are spread across nine islands in the main archipelago.

“Utilizing our vast experience in the Asia-Pacific region, we tailored a solution that perfectly addresses Palau’s need for dependable connectivity,” said Gaurav Kharod, Intelsat’s regional vice president. “This project highlights Intelsat’s dedication to bridging the digital divide and enhancing connectivity in all parts of the world.”

Previously, the Palau National Communications Corporation (PNCC) relied solely on a single undersea fiber-optic cable for all communication needs. However, undersea cables are susceptible to damage, as evidenced when PNCC faced a planned week-long outage of Palau’s cable link to Guam in July 2023. This outage, potentially triggered by Typhoon Mawar, which struck Guam in May, forced PNCC to restrict international internet access to essential services during emergency repairs.

Intelsat’s solution for Palau employs two geostationary satellites in different orbital slots, providing exceptional redundancy and flexibility. This multi-layered design uses software-defined wide area networking (SD-WAN) technology to seamlessly integrate the two satellites, ensuring ultimate resiliency. During outages, critical infrastructure prioritizes C-band connectivity, while the broader population benefits from the enhanced capacity of the Ku-band. Additionally, this dual-band approach enables PNCC to scale Ku-band capacity as needed in the future.

“Intelsat was the right partner for us due to their flexibility and extensive experience operating in island nations like Palau,” says Simon Fraser, CEO of Palau National Communications Corporation (PNCC).

The benefits of the project extend far beyond providing reliable communication. The solution has enabled PNCC to offer internet services to Palau’s Southwest islands for the first time, creating a new revenue opportunity in a previously untapped market.

Greater connectivity has unlocked numerous opportunities for Palau’s economy and social development. Residents across the archipelago now have access to essential government services, a wider range of entertainment options, telehealth services, and remote educational resources. The remote islands, particularly those in the southwestern region, now enjoy internet connectivity, fostering stronger connections with loved ones and the global community.
